In this case they left out this quote from the Commission :
“The Commission has not tabled – and does not have in the pipeline – even a non-binding Recommendation, let alone anything more.”
In other words, the whole story is merely a set of technical expert groups telling governments all the available options. Its not a recommendation. It's not even a non-binding recommendation. And its not a proposal. It will not be any of these things. Just a report. You've been used by a UK government department leaking information to divert media attention. You should all feel very silly. Especially the people posting after this comment for not reading it.
